The Mayor and Members of the City Council invite Chesapeake residents and interested parties to attend and participate in City Council Meetings. The meetings occur on the second, third, and fourth Tuesdays of each month, except for August, November, and December when they are held only on the second and third Tuesdays. Meetings start at 6:30 p.m. in the City Council Chambers on the first floor of City Hall. Agendas are posted online the Friday before each meeting.

To speak at a meeting, individuals must register with the City Clerk's Office before 6:30 p.m. on the day of the meeting. Registrations by phone are accepted until 5:00 p.m., but speakers need to check in with the City Clerk before the meeting starts. Pre-registration is available by calling 757-382-6151 during business hours (Monday – Friday, 8:00 a.m. – 5:00 p.m.). On-site registration is also possible up until the start time.

Speakers can address any city-related topic during meetings held on the second and fourth Tuesdays. Agenda speakers have five minutes to speak, while non-agenda speakers have between three to five minutes depending on how many sign up; this will be announced when speaking begins.

During meetings on third Tuesdays, discussions focus solely on planning-related items from the official agenda.

Participants may sit anywhere in the public area of the chambers where accommodations for disabilities are available, including wheelchair access areas. When it is their turn to speak, individuals will be called by name by the City Clerk and should present their remarks from a podium located within or just inside council chambers if needed due to disability.

Speakers should state their name for records when beginning their remarks and provide any materials or documents intended for council members beforehand to ensure distribution among council members for record-keeping purposes.
