Kinship at Kindred project initiates latest phase of St. Paul’s redevelopment

Developers and officials in Norfolk, Virginia are set to break ground on the latest phase of the St. Paul’s Transformation Area project. The third phase, named Kinship at Kindred, will commence on April 10 at 430 Church Street. This phase is projected to be completed by December 2026.

The project, a collaboration between the City of Norfolk, Norfolk Redevelopment and Housing Authority (NRHA), Brinshore Development, Banc of America CDC, and BBRM Norfolk Partners, will feature 191 housing units. This includes 33 replacement dwellings for those relocating from Tidewater Gardens. The development will also incorporate a playground and retail spaces.

Norfolk Mayor Kenneth Cooper Alexander, Ph.D. remarked, "The groundbreaking of Kinship at Kindred is the next step in revitalizing Tidewater Gardens, creating a vibrant, inclusive community that will provide new opportunities and enhance the quality of life for all Norfolk residents." He emphasized the project's $85 million investment as a commitment to both former and new residents.

Nathan Simms, Executive Director of NRHA, stated that the new phase is sustaining momentum in affordable housing efforts. “More shovels in the ground means more affordable housing is being cultivated... NRHA is excited to have a portion of our residents experience this newness within the city,” Simms said.

Alongside this development, Unity Place is currently being constructed. It will feature 140 mixed-income apartments split between two buildings, with completion expected in 2025. The development will include amenities such as a workout facility and community rooms.

In September 2024, Norfolk city and community officials inaugurated two previous buildings in the area: Reunion Senior Living at Kindred and Origin Circle at Kindred, providing 192 homes and facilitating the return of several Tidewater Gardens families.

A core element of these developments is the Choice Neighborhood Initiative (CNI), ensuring original residents can return to the revitalized area. This is supported by NRHA resolutions and services, including financial and logistical relocation assistance, through the People First Initiative. Urban Strategies, Inc., a nonprofit, has been integral in stabilizing these families, helping them secure employment, education, and health services.
