On March 13, 2025, Kiggans expressed concern over potential government shutdowns affecting military pay. She stated: "If Senate Democrats vote to shut down the government, our servicemembers will be forced to work without pay." She emphasized her commitment through the "Pay Our Troops Act," which aims to protect military families from missing paychecks during such shutdowns.

The following day, March 14, 2025, Kiggans commemorated K-9 Veterans Day by highlighting the role of service dogs alongside veterans. She tweeted: "Today on K-9 Veterans Day, we honor the brave service dogs who stand by our veterans and make a real impact!" As Chair of the Working Dog Caucus, she reiterated her support for these "four-legged heroes."

Later that day on March 14th, Kiggans discussed her legislative efforts concerning aviation safety with WTKR3. She introduced a new bill aimed at improving helicopter training safety for military pilots. Drawing from her experience as a former Navy pilot, she underscored the importance of lifesaving technology to prevent accidents like those at DCA.
