Kiggans, a former military helicopter pilot, has been active in legislative efforts alongside her colleague Representative Tom Barrett.
On March 6, 2025, Kiggans tweeted about the importance of providing servicemembers with the necessary tools to operate aircraft safely. She emphasized her collaboration with Rep. Tom Barrett to enhance aviation safety measures: "As former military helicopter pilots, both @RepTomBarrett and I know how important it is for our servicemembers to have the tools to operate aircraft safely - especially in and around civilian airspace. I’m proud to work together with my colleague to improve aviation safety…!"
Continuing this theme on March 7, 2025, Kiggans highlighted the personal significance of aviation safety due to her background as a helicopter pilot. She announced their joint effort on a new bill aimed at equipping military pilots with lifesaving technology for safe operations in civilian airspace: "Aviation safety is personal to me and fellow helicopter pilot @RepTomBarrett! That’s why we teamed up on our new bill to ensure our military pilots have the lifesaving technology they need to operate safely – especially in civilian airspace."
On the same day, she celebrated Chesapeake Bay Day on Capitol Hill by acknowledging its significance to those living in Virginia's 2nd district.
