Starting in late January, the Virginia Department of Transportation (VDOT) will implement a new traffic pattern on I-64 west in Norfolk. This change is to support bridge rehabilitation work as part of the Hampton Roads Express Lanes (HREL) Norfolk Segment's first phase.
The plan involves closing one I-64 west mainline lane near East Little Creek Road until late 2025. A temporary general-purpose lane will open for westbound traffic toward the Hampton Roads Bridge Tunnel. This lane, eventually becoming a westbound Express Lane, can be accessed from a new left entrance ramp on I-64 west after Tidewater Drive and before Little Creek Road. Concrete barriers will separate this alternate lane from Express Lanes traffic.
Motorists using the alternate lane can only exit at the Reversible Express Lanes exit to I-64 west after Granby Street. The lane does not provide access to East Little Creek Road, I-564, or Granby Street exits. One through lane on I-64 west will remain open along the mainline, providing access to all exits. The configuration of two additional lanes leading to I-564 remains unchanged.
The new alternate lane will merge back into the mainline past Patrol Road toward the Hampton Roads Bridge-Tunnel. Implementation of this configuration is scheduled over several nights starting as early as Jan. 27, including overnight alternating lane and ramp closures.
The Reversible Express Lanes will continue operating normally during this period, which extends through fall 2025.

This project is part of HREL Norfolk Segment construction that began in summer 2023. It includes converting an inside shoulder along I-64 into a high-occupancy tolled Express Lane alongside existing lanes between Patrol Road and Tidewater Drive and rehabilitating several bridges on I-64.
Ultimately, this segment will be part of a continuous 45-mile high-occupancy toll Express Lanes network on I-64 from Newport News to Chesapeake. The dynamic tolling model aims to manage congestion and provide reliable travel options for motorists in Hampton Roads.
