Families and individuals in Chesapeake who are experiencing financial difficulties may find relief through the Help to Others (H2O) water assistance program. This initiative offers a one-time financial aid of up to $500 to help cover water or wastewater bills.

The H2O program is managed by the Hampton Roads Planning District Commission (HRPDC) and Hampton Roads Sanitation District (HRSD), in collaboration with The Salvation Army. This partnership aims to assist those struggling with utility payments, as they work together to "quench the need."

Individuals seeking help can apply by reaching out to their local Salvation Army Command via Get Assistance - Help2Others. Applications are reviewed by representatives who determine eligibility and assess the necessary amount for bill coverage. Once approved, The Salvation Army forwards these requests to the sanitation district, which processes payments on behalf of customers, ensuring continuity of water service.

As a non-profit 501(c)(3) organization, H2O ensures that all donations are tax-deductible and directly applied to someone's water or wastewater bill within the local community.
