Virginia Beach City Manager Appoints New City Economic Development Director

Following a nationwide search, City Manager Patrick Duhaney has appointed Charles “Chuck” Rigney Sr. as director of the City’s Department of Economic Development. Rigney has served as interim director since June 2023, overseeing major development projects and the department’s efforts to continue to bring business investments to the city.  

Before joining the City of Virginia Beach in February 2023, Rigney led economic development departments in Hampton, Norfolk and Portsmouth. Serving in Hampton for four years, his efforts created considerable revenue in business investments as well as hundreds of new jobs. In Norfolk, he also served as executive director of the council-appointed Norfolk Economic Development Authority. 

“Chuck’s decades of experience leading economic development throughout Hampton Roads are an asset to our city,” said City Manager Patrick Duhaney. “In his short time as interim, he has demonstrated his ability to lead the City’s department and successfully stepped in to manage major projects with critical deadlines, which include the Amazon facility, re-evaluation of Corporate Landing and Innovation Business Parks, and ongoing efforts to attract national and international businesses.” 

Rigney’s background in commercial real estate and lending adds to the skillset he brings in this leadership position. He holds a bachelor’s degree in political science from Old Dominion University. His role as director is effective Feb. 8.
