As early as the night of January 29, contractor crews with the Virginia Department of Transportation (VDOT) are set to implement a traffic shift on the I-564 east off-ramp to Little Creek Road in Norfolk. The shift will move traffic to the left while a barrier is added along the right shoulder for the right-turn only lane. This is part of the initial phase of construction projects for the Hampton Roads Express Lanes (HREL) Norfolk Segment.
Additionally, westbound East Admiral Taussig Boulevard will be reduced to one lane in this area. This change accommodates work on stormwater facilities between the I-564 east off-ramp and East Admiral Taussig Boulevard.
The traffic shift and lane closure are expected to remain until summer 2025.
This project is part of the first phase of HREL Norfolk Segment construction, which began in summer 2023. It includes converting an existing inside shoulder along I-64 into a high-occupancy tolled, part-time shoulder Express Lane running alongside three general-purpose lanes between Patrol Road and Tidewater Drive over two miles. It also involves widening and rehabilitating several bridges on I-64.
Ultimately, this segment will become part of a continuous 45-mile high-occupancy toll Express Lanes network on I-64, stretching from west of Denbigh Boulevard in Newport News to the I-264/I-664 Bowers Hill interchange in Chesapeake. As regional traffic demand grows, incorporating Express Lanes dynamic tolling with other interstate improvements offers an additional strategy for managing congestion long-term and providing more travel choices for Hampton Roads motorists.
