The campaign committee of Democratic Party candidate Elaine Luria, Elaine for Congress, refunded $2,100 to Michael Tillman on Sept. 30, according to the Federal Election Commission (FEC).

FEC data shows the refunded expenditure was for: "Contribution refund to an individual, partnership or limited liability company."

Elaine for Congress has refunded $10,300 total since April 1.
