The Virginia Beach Police Department (VBPD) is seeking additional victims following the arrest of a suspect involved in two incidents of robbery and sexual assault.

On July 20, 2025, VBPD officers responded to a report of a robbery at approximately 3:03 a.m. on the 1200 block of Christian Ct. The victim was allegedly robbed at gunpoint around 2 a.m., with the suspect fleeing afterward.

Another incident occurred on July 21, 2025, when officers were called to the 4600 block of Commerce St. at about 1:32 a.m. for reports of sexual assault and robbery. Preliminary investigations revealed that the suspect sexually assaulted the victim at gunpoint.

Detectives from VBPD’s Violent Crimes unit identified Phillip Graham, aged 27 from North Carolina, as the suspect in both cases. Warrants were issued against Graham for multiple charges including three counts of Use of a Firearm in Commission of a Felony, two counts of Robbery Using a Firearm, two counts of Abduction, and Forcible Sodomy.

Graham was apprehended by Norfolk Police Department on July 22, 2025, where he faces further charges.

VBPD urges anyone who may have been victimized by Graham to come forward and contact their Violent Crimes Unit at 757-385-4101.

“The charges mentioned in this press release are accusations,” stated VBPD officials. “The arrested individual is presumed innocent until proven guilty in a court of law.”
