Members of the Virginia Beach Police Department (VBPD) Special Investigations Bureau conducted a two-day enforcement action on June 20 and 21, 2025. The operation aimed to target individuals suspected of pandering prostitution and identify victims of human trafficking in the region.
This initiative was part of the efforts by the VBPD Human Trafficking Squad, working with the Hampton Roads Human Trafficking Task Force (HRHTTF), to address sex trafficking in Hampton Roads. The operation resulted in four arrests.
Six victims were identified during the operation and were offered comprehensive support services through a partnership with Samaritan House. Intelligence from this effort indicated connections to out-of-state trafficking networks, prompting federal law enforcement partners to pursue further investigations beyond Hampton Roads.
The HRHTTF is dedicated to conducting both proactive and reactive investigations to rescue victims and gather evidence needed to dismantle trafficking networks. This recent operation has led to multiple ongoing investigations.
The HRHTTF is a collaborative initiative involving the Virginia Attorney General’s Office, Immigration and Customs Enforcement, the U.S. Attorney’s Office for the Eastern District of Virginia, Samaritan House, Transitions Family Violence Services, among other state, local, and non-governmental partners. Their collective work focuses on investigating and prosecuting sex-trafficking cases while providing services to victims and raising community awareness.

It should be noted that charges mentioned are accusations, and those arrested are presumed innocent until proven guilty in court.
