VBPD investigates fatal crash involving DUI arrest

On May 24, 2025, at around 4 p.m., the Emergency Communications and Citizen Services (ECCS) received a report of a crash in the 600 block of South Lynnhaven Road. Officers from the Virginia Beach Police Department (VBPD) responded to the incident.

The first driver involved, Eddie Feliciano, aged 57 from Virginia Beach, was taken to a local hospital where he later died from his injuries.

Preliminary investigations revealed that Feliciano’s vehicle was hit by another vehicle that ignored a stop sign on Bowling Green Drive. The second driver, Billy Fields, aged 34 and also from Virginia Beach, was arrested. Fields faces charges including Involuntary Manslaughter (DUI), Driving Under the Influence (DUI First Offense), Refusal of Blood/Breath Test (First Offense), Reckless Driving, and Failure to Obey Highway/Traffic Sign.

“The charges mentioned in this press release are accusations,” notes the release, “and the arrested individual is presumed innocent until proven guilty in a court of law.”
