Chesapeake, VA - The City of Chesapeake is experiencing a delay in water and sewer billing, resulting in larger than usual bills for its customers. The Public Utilities Department has taken immediate steps to address the issue and alleviate the financial burden on residents.

According to the statement released by the City, the longer billing periods are a result of the transition to a new billing system and rate structure in October 2023. Despite thorough training and preparation, the implementation of the new system caused delays in the billing process. To ensure accuracy, staff members took the time to double-check all bills independently, leading to a significant slowdown.

The City has taken prompt action to mitigate the impact on customers. "There will be no new penalties or interest," stated the City. In addition, no-cost payment plans are available for those who require assistance. Furthermore, customers who regularly use 10CCF (hundred cubic feet) or less and were moved into a higher rate tier due to the longer billing periods will receive a credit directly to their accounts, with no action needed on their part.

To address the billing delay, the Public Utilities Department is working diligently to fill staff vacancies and has deployed additional resources, including qualified staff from other City departments and temporary agencies. Meter readers and billing staff are also working overtime to catch up on the backlog. The City expects the billing periods to return to normal by the end of February.

The City of Chesapeake is committed to minimizing the impact on residents and has set up a dedicated customer service line for any concerns or difficulties in paying the bills. "Public Utilities Customer Service will work with individual customers to minimize impacts by providing payment plans and waiving penalties/interest as appropriate," assured the City.
