Dr. Sharon Chamberlin, the Deputy Coordinator of Emergency Management for the City of Chesapeake, has a career marked by dedication to both her own education and the education of others. Her journey began with the Norfolk Police Department (NPD), where she served as a first responder before transitioning to an educational role in 2004 as an Adjunct Instructor for the Virginia Department of Emergency Management. There, she taught courses on the Incident Command System and general Emergency Management.

Chamberlin pursued further education, earning a Master of Public Administration and a Doctorate in Higher Education Administration and Development. “I went into this career because I wanted to do something good for the world and to help people,” she stated. “In a lot of ways, I believe that I have helped people through tough love.”

After retiring as an Assistant Chief of Police from NPD, Chamberlin joined the City of Chesapeake as a Senior Planner in 2012. She was tasked with developing a training and exercise program while managing mitigation efforts, leading to the creation of the City of Chesapeake Training and Exercise Team in 2013. Her expertise led to her appointment as Deputy Coordinator of Emergency Management.

Chamberlin values Chesapeake’s work culture, which she describes as built on strong leadership and principles. “The community and the culture are two things I value most about my work,” she said.

She recounted a memorable project involving an older couple whose home was at risk due to flooding. The city assisted them using funds from a federal mitigation grant. “These are the kinds of efforts that truly assist people in risk and in trauma,” Chamberlin pointed out.

Reflecting on changes in Emergency Management over time, Chamberlin noted its evolution alongside environmental and cultural shifts. “Emergency Management is recognized as the profession that encourages coordination, collaboration, aligned planning, and a strong preparedness culture,” she elaborated.

Her passion for learning continues to drive her career growth. “I love learning and being a student as much as I love instructing and planning,” she said.

Offering advice for those pursuing careers in Emergency Management, Chamberlin emphasized professionalism and community service: “Do your job, even when no one is looking.”
