Contractor crews working with the Virginia Department of Transportation (VDOT) are planning a full closure of Interstate 64 in Norfolk for up to four hours overnight, starting as early as Thursday, December 4. The closure is necessary for an overhead sign installation connected to the Hampton Roads Bridge-Tunnel Expansion project.

The closure will affect both eastbound and westbound lanes between 4th View Street (Exit 273) and Bayville Street/Ocean View (Exit 272), beginning at 12:01 a.m. and ending at 4 a.m. If weather conditions do not permit work on December 4, the backup date is set for Friday, December 5.

During this period, westbound drivers will be diverted off I-64 at the 4th View exit and directed along West Ocean View Avenue through Willoughby before rejoining the interstate at the 15th View on-ramp. Eastbound traffic will exit at Bayville Street/Ocean View, follow detour signs via local streets including 13th View Street and West Ocean View Avenue, and return to I-64 eastbound at the 4th View on-ramp.

VDOT recommends that motorists use I-664 as an alternate route if possible to avoid delays. Drivers are also reminded to exercise caution near work zones by obeying speed limits, following lane markings, being attentive to digital message signs, and avoiding distractions.

For current road conditions or travel updates related to construction or congestion in Virginia, VDOT encourages drivers to use its free resources such as the 511Virginia website or mobile app. These platforms provide real-time information about traffic incidents, construction schedules—which may change due to weather—and access to live traffic cameras.

Motorists can also receive alerts by signing up for notifications at HRBTexpansion.org or following @HRBTExpansion on Twitter/X.

“Motorists should expect delays or take alternate routes. As always, motorists are encouraged to slow down, eliminate distractions and pay careful attention while driving through construction zones.”

All planned work is subject to change depending on weather conditions or unforeseen circumstances.
