Norfolk duo plead guilty to storage unit burglaries

Emily Paige Isaacs, 28, and Kevin Douglas Salmon Jr., 38, have both pleaded guilty to charges of burglary with intent to commit larceny and conspiracy. The charges stem from incidents last year when they broke into several self-storage units in Norfolk, Virginia. Mr. Salmon was sentenced in May to one year in jail, while Ms. Isaacs is awaiting sentencing next month.

The crimes occurred on October 26 at a self-storage facility on 35th Street. Isaacs and Salmon used bolt cutters to break into multiple units, stealing various personal items including a valuable World War II-era service rifle. A Norfolk Police detective responded after the break-ins were discovered by an employee who viewed surveillance footage showing the pair committing the burglaries.

On October 28, police located the car used during the burglaries outside a hotel. After confirming it was stolen, officers found several stolen items inside the vehicle along with documents identifying both defendants and victims. Additional stolen property and clothing linked to Mr. Salmon were discovered in the associated hotel room, though the rifle was not recovered.

Mr. Salmon entered a plea agreement on May 5 that included a one-year jail term with an additional nine years suspended contingent upon good behavior and restitution payment for the stolen rifle’s victim. His sentence exceeded Virginia’s sentencing guidelines of one day to six months in jail but was accepted by Judge Jamilah D. LeCruise.

Ms. Isaacs also pleaded guilty on June 2 under an agreement that allows for up to a 12-month active jail sentence, subject to Judge Robert B. Rigney’s discretion following her pre-sentence report review scheduled for July 25.

Commonwealth’s Attorney Ramin Fatehi commented on the case: “Mr. Salmon and Ms. Isaacs stole more than just property from their victims; they stole heirlooms whose worth was far more than just money.” Senior Assistant Commonwealth’s Attorney Christina L. Brady prosecuted the cases, with Detective Kevin M. Rose leading the investigation.
