Congresswoman Jen Kiggans, who represents Virginia’s 2nd district in the U.S. Congress, has recently addressed energy policy and constituent engagement through a series of posts on her official social media account.
On September 24, 2025, Kiggans criticized the current impact of the National Environmental Policy Act (NEPA), stating: “Although the National Environmental Policy Act was passed with good intentions, it is now causing long delays. Administrative reviews and litigation turn what should be months of analysis into years of paralysis. The bottom line: projects stall, costs rise, investment dries up”.
Later that day, she shared news of receiving recognition for her work on clean energy issues: “Last week, I was honored to receive the 2025 Clean Energy Champion award from @CRESenergy…! As the representative of a coastal district, I strive to support legislation that prioritizes delivering clean, reliable, affordable energy for our constituents in #VA02. Energy security https://t.co/71Mzia5wPS”.
The following day, Kiggans promoted her regular outreach efforts with constituents via newsletter updates: “Whether I’m at home in #VA02 or up in Washington, the best way to stay connected is through my newsletter…! Kiggans has represented Virginia’s 2nd District since 2023 after succeeding Elaine Luria. She previously served in the Virginia Senate from 2020 to 2022 and currently resides in Virginia Beach. Born in Tampa, Florida in 1971 and an alumna of Old Dominion University with a Bachelor of Science in Nursing earned in 2011, Kiggans’ legislative focus includes both energy policy and community engagement.
