Jen Kiggans was born in Tampa, Florida in 1971 but currently resides in Virginia Beach. Before serving in Congress since replacing Elaine Luria in 2023, she served as a member of the Virginia Senate from 2020 to 2022. Her educational background includes graduating from Old Dominion University with a Bachelor of Science in Nursing (BSN) degree in 2011.
