Starting as early as the night of August 3, drivers on I-64 east in Norfolk will see a new traffic pattern between Patrol Road and Tidewater Drive (exit 277) due to ongoing work on the Hampton Roads Express Lanes Norfolk Segment.
The Virginia Department of Transportation (VDOT) announced that eastbound traffic will shift from the inside lanes to the outside lanes. This change allows crews to continue roadway work, install barriers, and set up striping and signage in the inside lanes. The traffic shift is expected to remain until mid-2026.
To put this configuration in place, several temporary overnight ramp closures are planned between 9 p.m. and 5 a.m. These include:
– The I-64 east on-ramp from Granby Street/Patrol Road
– The on-ramp from Little Creek Road
– On- and off-ramps at Tidewater Drive (exits 277A/B)
– The off-ramp to I-564 west/Granby Street (exit 276)
– The on-ramp from I-564 east
Not all ramps will close at once. Detour routes with signs will be provided for motorists. All scheduled work depends on weather and other factors.
VDOT encourages travelers to check road conditions before leaving by using free tools such as the 511 Virginia website or mobile app, which offer information about construction updates, incidents, congestion, access to traffic cameras, and weather impacts.
This project is part of Phase 1A of the Hampton Roads Express Lanes Norfolk Segment construction that began in summer 2023. It includes converting the existing inside shoulder along I-64 into a high-occupancy tolled express lane operating part-time alongside three general purpose lanes for two miles between Patrol Road and Tidewater Drive. It also involves widening and rehabilitating several bridges along this section.
Once completed, this segment will connect with an overall planned network of continuous express lanes stretching for 45 miles along I-64 from Newport News to Chesapeake. VDOT says these improvements aim to help manage increasing regional traffic demand by providing more travel options and reliable routes for motorists across Hampton Roads.
